Here's a Few examples:

Here's all you have to do:
open a new document or make a new layer in an existing document

set you foreground color to black and background color to white

select the gradient tool(key command=G)

in the top tool bar set the gradient mode to "difference"

make sure for now you are using the linear gradient

now just start making gradients all across your layer, randomly jut drag the line up, down, across, do some small short lines and some longer ones.Basically just about as random as you can and you will def. see it start to develop.If you do one that looks bad just undo it and keep going till you are satisified.

now it is pretty much done.
Of course you can play around with some of your favorite effects, after doing the above, you control the game.

On the above examples, I went and colorized them and also applied the unsharp mask filter under filter>sharpen, just to give it some crispness.
